Starting with Pro/E Wildfire PTC decided to stop supporting direct dimensioning a hole linear to another
hole which is in the same placement plane. You had to use a workaround by creating asynchronous datum planes.
Fortunately this was reintroduced in WF 2.0 M120.
But it's still not perfect. You can now only directly
place a hole linear to another hole with both linear dimensions
referring to the same hole and they are always perpendicular.
In WF3.0 M020 this looks like this:
The software always chooses a default perpendicular dimension for the second handle.
But what if that direction for your second handle does not fit your needs and you want to specify a different direction?
You would want to be able to specify different
references for the second handle. This functionality could easily be
added to the placement flyout. Some PhotoShopping explains best what the solution could be here:

The second handle gets its own references. By default the references are chosen perpendicular to the first handle.
But the possibility to change the references for the second handle will
enable you to create a dimensioning scheme for example like this:
